Chairperson of the Verkhovna Rada of Ukraine Volodymyr Groysman presented the draft Plan on legislative support to reforms in the country during the meeting of National Council of Reforms.

“Today, as the Chairperson of the Verkhovna Rada of Ukraine, I initiated elaboration of a plan of legislative changes concerning introduction of reforms required by the society,” said Volodymyr Groysman during the briefing after the meeting of National Council of Reforms.

Chairperson of the Parliament said that the draft Plan he suggested consists of seven sections and determines what legislative acts, as well as their deadlines, should be adopted to hold key reforms in the country – starting with reforming the defense sector and ending with institutional changes in the work of the Verkhovna Rada of Ukraine. “The Parliament needs to be transformed. It is obvious,” said Volodymyr Groysman and stressed that work on this bill should be more systemic.

The draft Plan was elaborated in line with the Decree of the Chairperson of the Verkhovna Rada of Ukraine and is based on the 2020 Strategy, the EU-Ukraine Association Agreement and its Implementation Plan, extraordinary Message of the President of Ukraine to the Verkhovna Rada of Ukraine “On internal and external situation of Ukraine”, as well as Government Activity Programme and the Coalition Agreement.

According to the Chairperson of the Verkhovna Rada, this document includes 300 legislative acts, of which 95 are the integral laws, or the one suggested in a new version, and 194 – are the laws on amendments to the applicable legislative acts of Ukraine.

Volodymyr Groysman is convinced that this document is “a joint Plan for the fulfillment of the required reforms” and its first part “will be connected with adoption of anti-crisis laws allowing stabilize the situation and help people understand what will the Parliament do and what decision will be taken.”

Chairperson of the Parliament informed that today he has referred the draft Plan to the deputies, members of the National Council of Reforms and government officials. Volodymyr Groysman expressed hope that the respective working groups will be set up in the nearest time and that they will promptly elaborate the bills causing no controversies in the course of their adoption.
